protocol=The Protocol on Shared Watercourses provides the objectives and scope for regional cooperation in water.  The protocol allows for bilateral agreements to be replaced by a cooperative river basin approach with resulting river basin organizations such as ORASECOM.  In addition, the protocol informs the development of National Water Legislation with respect to transboundary resources. The original protocol was signed in 1995, and a revised protocol came into force in 2003.
