protocol=The Protocol on Shared Watercourses provides the objectives and scope for regional cooperation in water. The protocol allows for bilateral agreements to be replaced by a cooperative river basin approach with resulting river basin organizations such as ORASECOM. In addition, the protocol informs the development of National Water Legislation with respect to transboundary resources.
