ORASECOM Funding and Support

ORASECOM receives support from the basin states and several International Cooperating Partners (ICPs). ICPs provide funding through the SADC-Regional Strategic Action Plan 2 (SADC-RSAP2) (SADC 2005a), which aims to develop measures to strengthen legal, institutional and organisational structures of countries in the region.

ORASECOM also receives assistance in various fields of capacity development to conduct basin studies, design IWRM plans and to formulate procedures for dispute resolution (Kranz et al. 2005; Beekman and Pietersen 2008).

Box: International Cooperating Partners (ICPs) Support to ORASECOM (as of 2011)

Multi-lateral

  • World Bank (WB) and the African Development Bank (AfDB): supports and finances a number of SADC – Water Division’s RSAP-IWRM projects.
  • United Nations (UN): Specifically active in efforts to facilitate knowledge transfer and in SADC Water Division projects. For example, the Global Environment Facility (GEF) of the UNDP concerns the development and implementation of a Strategic Action Programme (SAP) for the Orange-Senqu River basin, to improve the management of transboundary water resources through IWRM approaches.
  • European Union (EU): Played an important role in shaping the Revised Protocol on Shared Watercourses in SADC. Through its Water Initiative, EU facilitates the transition of ORASECOM from conducting technical studies to making real investments in the basin.

Bi-lateral

  • Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has been actively involved with the SADC Water Sector and national water institutions in the development of strategic action programmes and policy reviews. It is presently implementing programmes and projects on transboundary water management in the SADC, specifically focusing on the Orange and Limpopo River Basins to develop capacities of basin organisations, and to harmonize water legislations.
  • The French GEF (FGEF): a key partner in developing the SAP for the Orange River Basin.
  • Other relevant ICPs include, the Denmark International Development Organisation (DANIDA), The Directorate General for International Cooperation of the Netherlands (DGIS), Institut de Recherche Pour le Developpement (IRD), France and the Swedish International Development Agency (SIDA).
